MIPD’s Phan steps into new role of school resource officer

She graduated from MIHS in 2017.

When it comes to school safety, Mercer Island Police Department (MIPD) officer Olivia Phan is ultimately focused on helping create a healthy and happy environment while having an active and involved presence on local campuses.

In her new role as the department’s school resource officer (SRO), the 2017 Mercer Island High School (MIHS) graduate strives to create a positive, supportive and thriving environment and be approachable to students during her vital three-year assignment.

“I aim to be a trusted, safe adult for students and a collaborative partner for teachers. Having grown up with a mom who was a teacher, I deeply appreciate the dedication and effort educators invest in their work,” said Phan, who is committed to her role and encourages people to greet her at Island schools while she works closely with administration, teachers and students.

Phan is also honored and excited to engage in a full-circle experience by returning to the Island where she absorbed its traditions, culture and spirit.

After graduating from MIHS, the Chicago native studied criminal law, history and sociology at the University of Washington and soon leaned in the MIPD’s direction after graduation. Immediately after the MIPD hired her in 2022, she attended the Basic Law Enforcement Academy in Burien, graduated in November of 2022 and then began work as a patrol officer.

MIPD’s school resource officer position is a long-standing role within the department through its partnership with the Mercer Island School District, according to MIPD Public Information Officer Lindsey Tusing.

Phan is the school district and community’s singular point of contact with all police-related matters involving Island juveniles. When the school year is complete, she’ll return to a conventional officer role.

“She really likes being very closely connected to the community, and I think this particular role is the best way to do that. You’re seeing these kids every day, you see them grow up a little bit, you can build that trust and relationship,” Tusing said.

MIPD Chief Chris Sutter said that Phan understands having a positive influence and being a visible representative of the department while proactively deterring crime and handling safety issues at schools.

“Officer Phan brings her energy and enthusiasm for serving in the SRO position. I believe she is a perfect fit for this opportunity and look forward to seeing her continue to grow as an MIPD officer and SRO,” said Sutter, adding that Phan aspires to be a mentor, role model and problem solver alongside district staff during her time on the job.

Added Tony Kuhn, the school district’s director of maintenance, operations and transportation and liaison with the MIPD: “Officer Phan’s experience and commitment make her a perfect fit for this important role, and we look forward to working together to maintain a safe and supportive learning environment.”
